ACLU notes: Iraqi detainee (age 56) declared dead at Camp Warhorse on 8/13/03 "due to cardiopulmonary arrest? The ailment(s) and medical conditions that led to the cardiopulmonary arrest are unknown as no autopsy was performed" (2668). The file states that on the evening of 8/12/03 detainee was hot and was given water to drink and water was poured on him, and he was moved back into his cell due to mortar fire. On 8/13/03, he was found lying on the concrete outside his cell, told MPs he had stomach problems. Medic/Dr stated that he had to be given dairy shakes and water. That afternoon he complained of chest pain and within 30 minutes was vomitting. Nurse (?) saw fluid coming out of his nose (2702) and advised giving IV fluids and phenergan, but once he returned to detainee camp detainee had no pulse. Life-saving measures failed. Report found "conditions of the detainee camp are adequate... overcrowding has been an issue... there is no air conditioning or fans that circulate the air. The cells are warm and theair is stagnant within them. The detainees are given three MREs a day but the MPs report that most of the detainees don't eat them as they complain of the smell and taste " (2670). No documentation of initial medical screening or other records (2670). "If detainee had chest pain the night prior to his death, no one was aware of it and that may be due to the language barrier. If this was known, his death may have been prevented " (2670). "Without an autopsy I can not comment on whether or not detainee death was related to his living conditions, heat, medical care (or lack of), or underlying ailments" (2671). No investigation of incidents prior to 8/12/03. [Dr] (?) noted that during her medical exams on the day of death she also saw a detainee in "extreme distress - complaining of rectal pain (2705)].
